I hadn't come across the term either, Lindsay, but the Bristol Children &
Young People's Service has posted a document at

where they explain how their service "has both a core and a traded arm". The
core service is free, while the traded service "offers a range of specialism
and expertise and can be purchased either through an annual buy back system
or buy the day".

Other LA documents reveal a similar use of the term, whereby a school has to
take out a per-pupil subscription to an external service, such as a library
service. So I guess a traded service simply means a service that has to
recoup its costs by charging a fee.
