Look at the Disabled Rights Commission web site.

You would need to demonstrate you had tried to make "reasonable adjustment"
and avoid "unfavourable treatment." Or you could be on dodgy ground. The
definition of reasonable depends on your budget but you would need to be
able to demonstrate that you had explored ways that you can try to include
him.

Try your local authorities childcare team who should have someone who can
advise around this kind of issue in your area (We have several different
ways in my team (Early Years and Childcare) several of which would allow
such a child to be included, but it would be the scemes organisers role to
find staff but we would pay.

Be very careful of anything that suggests you haven't explored lots of
options otherwise you could be at risk of legal challenge.

I run a holiday club in the summer holidays and have just { minutes ago} had
an enquiry from a parent with a child with severe mental and physical
disabilities ... whilst I would love to accomodate him .. I would need
another member of staff and that may not be possible with two weeks to go
and we have no extra funding anyway ... how do I stand legally? can I
refuse ? can I access any extra funds? I don't really want to.
