My son has a wasp allergy. Council paperwork says he can only attend the club if I go. This seems a sensible compromise. Explain you willingness to help, but lack of budget at this late stage to provide additional helpers/carers. Parent may have access to other funds or be able to get support from existing carers, just in a different location.
