My son has a wasp allergy.  Council paperwork says he can only attend the
club if I go.  This seems a sensible compromise.  Explain you willingness to
help,  but lack of budget at this late stage to provide additional
helpers/carers.  Parent may have access to other funds or be able to get
support from existing carers, just in a different location.

I run a holiday club in the summer holidays and have just { minutes ago} had
an enquiry from a parent with a child with severe mental and physical
disabilities ... whilst I would love to accomodate him .. I would need
another member of staff and that may not be possible with two weeks to go
and we have no extra funding anyway ... how do  I stand legally? can I
refuse ? can I access any extra funds? I don't really want to.
