No matter what it says on statements which is only one part of the argument,
some schools are being shafted by a funding formula which does not provide
sufficient funds to meet all the SEN and AEN at all three stages of CoP.
School Heads are got by the 's and c' as they are obligated by law to meet
these requirements, can be prosecuted under the DDA if they don't, yet the
sums just don't add up into sufficient to pay for adequate resources.  We
must not be fooled into thinking that systems are streamlined and
nationwide; they are not.  There are many students with severe SEN, who are
not even being afforded the protection of a statement and end up at SAP with
SENCos arguing like mad for their needs.  SEN and AEN is a very complicated,
costly  and contentious business.  I cannot easily equate my situation with
another in a different part of the County, never mind the Country.
