Quite probably they might qualify for carers allowance, although to date I've personally never been involved in applying for this particular allowance. As I recall this is a means-tested allowance (I might be wrong about this), in which case if these parents are not living almost wholly on benefits then they might not qualify. This is different to disability living allowance which is not means tested. However as a precondition they would have to be receiving Disability Living Allowance for their child. Now this is worth applying for, although the form (tens of pages) is horrendous with almost a small essay required for several of the boxes.
