Sorry, I got carried away by Janice Wray's stirring post! As I understand it, cover in primaries is ideally done either by a dedicated teacher or an HLTA. In theory, an HLTA is perfectly comptent to 'lead' a whole class, this being one of the HLTA standards. HLTAs are actually allowed to 'teach', Cover Supervisors aren't. (which is another cause for irritation at the higher 'status' which seems to be accorded to CS's). HLTAs should also be able to plan and assess. BUT, the remodelling guidance states very clearly that 'cover is not an appropriate use of the HLTA role...' though it seems to me that this guidance is more or less universally ignored, and most HTs seem to think that HLTAs only exist to do cover..
