Hi Laurie
  I don't do lots of tests on pupils with SEN unless I have to.  I do test when I need to.  Otherwise, I use the monitoring the school already has in place.  
  So - pupils with Statements for learning get annual reading and spelling tests because I have to put them on a form.
  Pupils who may be referred get reading and spelling tests.  I also test my own bottom set English group because it helps me to target their support.
  I test for GCSE access arrangements and that's it.
  We have moved towards moniting NC levels across the curriculum and holding the information centrally which helps me to monitor 'my' pupils without subjecting them to more tests.
  As you rightly point out - why test if no-one uses the results?
