In our LA, Specialist Teachers are part of Pupil Support Services. They assess children, following a request from a school, and also provide specialist teaching. This may be specified in a statement e.g. two hours a week dyslexia tuition, or may be agreed by school and PSS following assessment, without a statement. They cover specific learning difficulties such as dyslexia; hearing and visual impairment and EBD. We have had a specialist teacher fulfilling a statement for dyslexia tuition for a boy with Asperger's and severe dyslexia. We currently have a specialist teacher working with a Y6 boy on behavioural issues for one session each week, without a statement. I hope that is of some help.
