I always considerd that the term "specialist teacher" was a generic term for any teacher who had undergone enhanced soecialist training -- and was thus "qualified" in teaching a particular specialism. Thus teachers may be "specialist" teachers of modern foriegn languages. Or dyslexia. Or specialist in teaching children with severe or profound learning difficulties. If there is a specialist course -- then it produces specialists in whatever the course covered.
