We have a child who did this at the start of Year 4 (I think), and now has
gorgeous cursive handwriting ... but at a rate half the average for her age.

You might like to consult with the Learn Write Centre in Long Eaton.

She is able to work with young people to help them adapt their
handwriting to a style which is more natural to them.  A day spent
with her improves handwriting speed and legibility dramatically.
Including male teenagers who have found self esteem and behaviour also
 improves dramatically as a result.

Unfortunately, she has a year long waiting list for individual
students, but she may be able to offer some advice.

Alternatively, try a Google on the concept of dysgraphia.
