'arrived at our school in September unable to read (and even then, with difficulty)...' This really did sound awful - unable to read, and even then with difficulty. Even the most resistant would-be readers that I've met have been fluent in their inability to read. Then I read the rest of the sentence. I agree with your sentiment Maggie - desperately unfair on both child and school. But sod Level 5, teach him to read now (or soon) and you will both have achieved a great deal.
