Probably because he was allowed as much extra time as the class teacher deemed necessary to complete the task in the same way as my daughter was. Dyslexic children are slow to decode, not slow per se. She achieved L2 &3 and then went onto be Statemented with dyslexia of the severity of 1:10,000 of her peers! With SA/RA at age 6 they can manage if they are bright. It is in Year 3 as the pace hot up, and with everyone assuming that all children must be at a minimum level -because they have done SAT's - that bright children with dyslexia get really left behind. They become aware of their own shortcomings, and if unsupported it is when the emotional or behavioural problems start. Having passed the DST as 'not at risk' she had a crappy year spending every literacy hour in the toilets crying. Good child - not missed! We had to get more involved when she declared she would rather be dead than keep going to school because it was all too much. 'Duel exceptionalities' students that Olanys refers to are often average+ IQ children with dyslexia. He is lucky that you have him on your radar! Ignore the stupid rules and get him the support he needs not support he 'qualifies' according to LEA 'hoops'. Would anyone be able to tell me how a child could achieve a L3a in the KS2 English NCT when he arrived at our school in September unable to read (and even then, with difficulty) more than a few simple CVC words and a smattering of HFWs, unable to spell anything and with illegible handwriting? He was not on his primary school's SEN register, he had no IEPs and there is nothing in his primary file about his extreme literacy difficulties. He was flagged up to us, verbally, as not liking reading... He is, however, a very bright lad. We, of course, have to get him to a L5 on the strength of the 3a at KS2.
