I've just checked the website again, also adding the /espn170407.cfm  end
bit that Maggie Downie mentions in her email, and it comes up at the correct
info site.

Hi Klaus

Tried this link a few times but couldn't get it to work at all ... even
with correct underscores! Even tried removing the r in "parliarment" but it
still didn't work.

Any ideas?

In case you do not already know, the  House of Commons Education and Skills
 Select Committee are calling for submissions about the separation of
assessment of need from funding of provision. This is a follow-up to their
recent report and the government's response to it.  They want written
submissions by June 25th relating to 4 questions:

~ How might assessment of special educational needs be undertaken other
than by the relevant local authority without the establishment of a new
separate agency for the purpose?

~ How might local accountability for assessment be maintained if
the local authority does not directly undertake the assessment?

~ What other issues need to be addressed in order to make the
separation of assessment and provision effective?

~ What models from other countries could usefully be drawn on to
demonstrate how separation of assessment and funding for special
educational needs might be achieved?
