I love this.

The logic presumably goes;
That nasty LA wants kid to go to school X.
LA pays whatever price the school feels is necessary to keep him there.
Until such times as school can hold an annual review and prove kid is 
misplaced
And then the LA can find some other sucker to take kid.

So, for the price of a TA, everyone is happy. And school can carry on with 
working with the educable.

As those people with too much time on their hands and write to Wogan would 
say, Is it me?
