Yes, I can see why you wrote that, Richard, and I can see why you would.  However, in the Year 11 who are on the verge of leaving, I began with 10 pupils out of 120ish with Statements.  The LA changed their criteria and some Statements were marked 'cease to maintain' - so the number of Statements went down to four but the pupils remain and their learning difficulties have not changed.
