On "Friends" one friend uses a hand gesture (all fingers close downwards to the thumb) to quieten another. We taught this to our son (age 6)much to the relief of his teacher who then got his attention and used it to make him speak more quietly. It was very effective in helping him understand when he was speaking too loudly for anyone -whether conversation, answering question or just part of the overall class noise. A whole class strategy -like traffic lights for personal mood- seems like an effective tool if everyone remembers to look at it or stick to the level. It would work as part of other signalling and everyone would understand where they stood noisewise during any activity. In my son's school teachers put up their hands to get everyone's attention & indicate that they want quiet. The children do likewise to signal they have seen & obeyed.
