  A final version of the new Access Arrangements booklet is now on the JCQ website.

I have been told by an examination's officer that the booklet's publication has been delayed because at present HI pupils are exempt from listening examinations; however, under the disability discrimination act, this is discriminating against HI pupils, who must be tested on their listening, This, apparently, is what is causing the delay. At the moment people are instructed to follow the 2007 guidelines.
