Are you in England or Wales, Amanda?  I think the Welsh system of using
PEPs may be rather different from the English one.

A few years ago, the Welsh Assembly Government adopted a PEP that is a
document drawn up jointly by the school, foster parents, child and social
services and reviewed every three months. This accompanies the child from
school to school.  It is usually the responsibility of social services to
see that it is drawn up/reviewed within 20 days of a child being taken
into care/moving schools.  In my experience of being in on the very start
of this, it works very well.
