[SENco-forum] do letters have sounds?

No letters represent sounds,  ough, the answer lies in the context, useage 
and experience, all parts of learning.

I am not sure how they can be learned other than having first heard them
and
then seen them in contextual sentences.

I use these words with my high level English learners just to trip them
up
once they think they have cracked it!
