  Sorry - I don't understand.
  Why do you think it is logical that support to do with speech production should be given INSTEAD of part of the Literacy Hour and not AS WELL AS the Literacy Hour?

As speaking and listening come are contained within
English curriculum this seems logical enough to me to
enable the child to access the curriculum fully...
