I agree about the weakening of the SMT requirement, and I'm wary of 
vague things like the 'champion' idea given all the other pressures on 
schools.

I also found it surprising that academies are left out of the Regs' 
scope (although they take a higher proportion of pupils with SEN than 
the national average). Surely the govt should wish to see SEN provision 
  in academies which is as good as in other publicly funded schools and 
is ensured by this legal requirement?
