Er, I don't think so. The appeal system pre the implementation of the 1993 Education Act (on the 1st of September 1994) was for local appeal committees (LAC). And was rubbish. In my opinion, you understand. We, as parents already knocked sideways by the death of my father in early 1993, gave up on trying to appeal an LEA statementing decision - they kept being 'unable' to convene an LAC. Fortunately we were advised of the significance of September 1st 1994 and within a few days a letter requesting change of name of school on statement arrived at LEA towers. Our later appeals were heard by the Special Educational Needs Tribunal, established in 1994 I believe. > Maybe more than a happy coincidence between good practice pre and > post-Warnock and government motivations? > There's usually more than one story behind events. As you say, maybe. Regards, Mike -- Mike Boyd <mike at green43.demon.co.uk> |
