This seems to me to have been dreamt up by the LA concerned. There is no mention in the CoP about time allocation and the LA I worked for only stipulated support time in Statements. It was up to an individual school to offer the support for SA and SA+ according to need and resources. But then, I have heard of LAs who have invented a stage between SA+ and statementing (has various names, from SA++ to SA+ Extra), presumably to avoid statementing, which requires them to provide something that is legally binding.
