fascinating! is this legal? How do you decide how many +s?
  We continue to have a 2 prong (and contradictory) approach in my LEA.
  On the one hand you have the county wide "moderation criteria" - laying out what a child should be "having difficulty with" to be at SA or SA+. Very detailed for each SEN and highly useful - although not nec legal either, as PROGRESS (or lack of )is the criteria according to the Cof P, not absolute levels. Look at the past postings on the grief suffered by Gifted SPLd children under this system. 
  On the other hand you have the relative, resources led approach. A child can only be at School Action if the school is some action. (so if coping, with differentiation in a low ability cohort then not at SA) or if v poor but not seen EP because no time left then not at SAP!!
  I stick with the moderation criteria ,as I refuse to let children's SEN be defined by available resources. So if a child is waiting to see the EP  I put them to SAP! Apart from the philosophy , I need a way to label children that shows me who is in greatest need, not who is receiving most services. Of course in an ideal world the two would be the same!
