Wales has had a separate CoP since the revision in 2000 - in essentials  not much different from the English one, but also printed bilingually!    I can only assume, as I indicated, that those LAs who do invent extra  stages before statementing do so to avoid a legally binding statement.   Thankfully, my LA stuck to the requirements of the CoP.  I'm not sure  whether LAs such as Ceredigion, mentioned by Barbara, have had anyone  successfully contest what they are doing, given that the CoP makes  suggestions but what it suggests is not mandatory below statementing  level.
