Surely there can't such a thing as "more than a fair share" of access
arrangements.  Students either need them or don't.  The private sector may
have put in more requests (and maybe for dubious reasons - haven't read the
article as they'd run out of Observers and I was forced to read the Times)
but I didn't think they were rationed.
