Believe it was the Times - I may still have a copy - very interesting article - Do you believe it????? In Scotland under SQA there is a monitoring system by the exam boards - e.g. visits and lots of paperwork and internal meetings - good and thorough though - I believe. For extra time how about the following??! In 2nd Form - all allowed extra time In 3rd Form - all allowed extra time In the Autumn Term only - all 4th Form allowed extra time The above then allows the HoDs to discuss with their colleagues and look at reasons for xt and if it helped any (our 'registered' Fifth Form used xt in Mocks but it did not affect grades!). At end of normal time candidates use a green pen hence easy to see where using the extra time - can then discuss with Support and pupil. HoDs then refer pupils to Support if need be and Support can assess or refer onto Ed Psych - extra time given for specified subjects and either 10% or 25%. Can this only be used for a small school? We have not had a rush of candidates but it does allow us to monitor and pick up (most!) of those with additional support needs. This is our second year in using the above system and still fine tuning it - Outside invigilators are great! Have not moved onto this system beyond Fifth Form. So, looking at a history of need and a history of provision and then looking at the scores on the doors - and obviously compliant with JCQ regs.
