When I did this I did a black t-shirt and trousers but used a high denier black stocking/tights legs stuffed with newspaper for the extra 'arms'. Agree with the elastic and the ping pong balls. Have you tried using white elastic between the legs and trying to create a 'web' effect. Works quite well. Have done Hagrid from Harry Potter before - Made big hair and beard out of curls of black paper attached to a card base (like a hairy hat with the beard attached). Then added checked shirt, black 'moleskin' jeans and big green wellies. Being over six foot and working with Primary children helped this. Also doubles for Giant from Jack and the Beanstalk. Did Worzel Gummidge one year. Stapled straw to the cuffs of an old shirt and to the place where it does up down the middle. More straw coming from trouser ends, holes etc. and an apropriate hat. Looked OK. Only problem was that not many people knew who Worzel Gummidge was. I was more recognised as the scarecrow from 'The Wizard of Oz.' Other costumes I have tried have included 'Dumbledore' and 'Arthur Dent - Hitch Hiker's guide to the Galaxy'.
