I must confess that I immediately associated the Initials ERR with Solity's Early Reading Research programme. A more complete paper by Solity is this one : http://www.standards.dfes.gov.uk/pdf/literacy/jsolity_phonics.pdf In it he proposes that some 3-5% will still have problems with learning to read.So don't predict the death of 'SEN' just yet! Along with all other proponents of systematic, explicit phonics for initial reading instruction, Solity believes that SEN registers would be greatly reduced, not done away with alll together. SEN does encompass children with other difficulties, doesn't it? I think his '100 HFWs' is rather off beam. It might work in the early stages of reading acquisition, when non-decodable texts are highly repetitive with very limited vocabulary, but I don't see how they can be of much use when texts become more complex.
