[senco-forum] APD and EAL how do we assess?

We have a pupil who has trecently joined us who despite being in this
country for three years has never been to school and has been at home with
her Urdu speaking family.  Added to that the family say she is Y10, but
appears to all to be Y7 at the most (there is no birth ceritficate).

She has no literacy skills in English she can speak only a few words. She
can speak elementary urdu but not read or write it.  We have spent the last
month tryimng to teach her the alphabet but appears unable to remember what
she has been taught from one day to the next.

We are questioning APD.  Any advice on how to assess her for APD?
