I would be inclined to try to get in contact with the local Deaf community. They will have access to BSL interpreters and you may be able to find an interpreter who would be willing to work for an hourly rate. I would think that it is probably the LA's responsibility to fund the cost for this. It is a Disability rights issue. The school is administered by the LA and so I think carries the can in this instance.
