I have the same problem with KS1 results. The children come from the infant  
school with 2b,2a or even 3 - and we find they can barely read. The reading  
tgests we do certainly don't correlate with the SATS results we are given! This 
 was an issue when we had an Ofsted - they were only interested in comparing 
SATS  results from KS1 -KS2 and then saying the children had not made enough  
progress!
