As I understand it, the whole point of the DES is that disabled people have to be involved in drawing it up.  You don't only have to have a committee, you have to have a committee which has disabled people and the parents/carers of disabled pupils on it.  I'd say it makes sense for you to chair the group but you can't do it on your own.
  What I can't find is any legislation or advice to that effect.  Can anyone point us in the right direction?
