If my children were of the age for Reading Recovery (they work only with children in Y1)I would refuse to let them be included in the programme. I would prefer them to be given intensive, explicit, systematic synthetic phonics instruction backed up by the use of decodable readers. Reading Recovery teaches a mix of incidental phonics instruction, 'look and say', guessing from pictures and context and places a great deal of emphasis on 'reading for meaning'; all of which is quite contrary to the current govt. guidelines on the teaching of reading. They also depend heavily on 'levelled' books, which take no account of the state of children's phonic knowledge and use many words which can only be 'learned' by memorisation (because they are in advance of children's ability to sound out and blend them). As others have noted, *independent* international research shows that the effects of RR 'wash out' over time. Independent research (Centre et al. I think)has also shown that some 60% of children in RR would have improved anyway, without the intervention, and it is also worth noting that some 23% of children (that is RR's figure) fail to progress with RR and are 'referred on' for further help. I know a number of private reading tutors who report that a significant number of their pupils have been through RR and these children are among the most difficult to teach, as the flawed RR 'strategies' are very difficult to eradicate.
