Subject: exam scribes

I wonder how people interpret the JCQ regulation that 

"The provision of a scribe should reflect the candidates normal way of
working, except in cases where temporary injury gives rise to the need for a
scribe."

I have always read this to mean that pupils get  a scribe for internal
exams.  I would be amazed if it were meant to be read strictly; To mean that
only pupils who normally have a scribe for EVERYTHING qualify.
What do people think?
