I believe it means that they use a scribe for that subject & for internal

I can sympathise with your daughter's case. I frequwntly have pupils who are
far from fluent readers and  get scores only just outside the  criteria for
dispensation. The problem is that no matter where the cut off point is
placed some child will just miss out.
