I am lucky my Head is very Transparent with the money, not that the Bursar likes it!! He keeps saying it is less than it is and he hates it when I am able to show him what it should be when we meet trebly with the Head. He conveniently forgets to count out of Borough monies This is a question the OFSTED ask SENCOs so is something your Head should be able to tell you, however the LEA do its funding. The SEN Governor certainly should know. Remember when allocating against cost, that it is not just the hourly rate of TAs/ Teachers salary that you have to account for, but also 'On-Costs' which is about 20%. May be more if the TAs pay into the Pension Scheme In the Outer London Borough I work our SEN funding is based on the following For each SA student recorded on the January Census £147, (last year £78 and Primary's get £387) For each SA+ student recorded on the January Census £ £833, (last year £750, Primary get the same) For each student with a Statement, this is based on a matrix dependent on need, but is transparent. Primary's get about 5% more. As SA very little all intervention here is delegated to Depts and I am available for advice if needed. The TAs will look over any SA in the classes they are in and alert me if needed. SA would = about 12 hrs a year support in class, less if I read the file twice! SA+ equates to about 1.5 hrs a week TA support in class, some of which can be combined with others, less if withdrawn for Enhancement work with Teacher, HLTA or School Counsellor However there is a view to change the funding arrangements, based on Prior attainment and other factors, and only high level Statements specifically funded. However my Head has told me I will still be given the actual amount to check staffing ratio's and other equipment, items against. I also add EAL allocation to my budget, but not EMAG as a separate Co-ordinator now for that The Head does not take my salary from this figure as I also have other Leadership Roles (not on Senior Team), but has said she will take most of my new SEN teachers salary, but not that which would be main school equivalent teaching. In a neighbouring Borough, the SA and SA+ funding is based on Prior Attainment and some Heads have not released this to their SENCOs but have now been told they must. The CoP also says that SENCOs should know the budget, so perhaps it is a case of pestering more. Do other Local SENCOs know their allocation? If so this would be a way of pressuring your Head. Certainly I have no idea how much money is available and therefore can only guess at costings for interventions. I am at the mercy of the head and governing body. They appear generous, but I am not put in a position to judge.
