I think that our various activities - Martin's articles, the comments on
SENIT, the emails to MPs, the lobby, the news items in various magazines
etc have had the effect of making them think again. 

However, I do not think we have ensured that the form that we believe is
necessary will necessarily emerge from their extant plans.

I think it is time to consider a second phase of campaigning.

It is my impression that there are people and media which have not yet bee
fully briefed...
