I feel that one of the major merits in auditing staff skills is in the process itself: a group of you deciding on what skills you need in your particular context and then working out how to support and develop those skills. There's the basic stuff on how things work computer/printers/networks (hardware: where things plug in, and various input devices) (software: how to run programmes) and then how to work things with the students which involves physical and cognitive assessments, setting up the computers for access, switch positioning (or appropriate input device) and so on and then using appropriate software to support individuals ICT based on curriculum and individual needs It is all obviously closely linked to staff training and development There is a very old thing on training staff in ICT which was written for my context http://atschool.eduweb.co.uk/meldreth/textandinfo/ITtrain/Index.html Part 1 is about the computers and basic manipulation of the hardware Part 2 is about how to use the computers with pupils. It's massively under finished () but it might give you some ideas. It could be used as the basis of a skills audit. (you'll have to add network stuff yourself -since it was written before networks).
