A simple SVG web authoring tool, could be just what you need, and one  
is under development**
well it may have some feature creep but that's inevitable.

Can you be more specific about what you want to be able to do, and  
what the end product will be.

Didn't Carousel develop a simple free tool for generating html that  
allowed graphics and sounds to be imported into the page?

Would anyone have expertise to contribute to the conceptual  
definition of an accessible "Child Friendly" SVG authoring tool?
