On the HTML side of things you could knock something from scratch with the help of jquery <http://jquery.com> or prototype but it sounds like a lightbox-like library would be up your street. Stick two images on a page with your flash options (with the correct lightbox code) and then when the user clicks on the image you can set it to open each flash file (set each flash file in a seperate HTML document) My favourite implementation is thickbox which runs off jquery.
