I think my advice is don't get hung up on packages 

If every teachers had ECDL or equivalent skills in ICT use that would be
a good start and suggest that all have the ability to learn new software
packages as required 

Id be most interested in a competencies model of skills rather than a
knowledge model in an ever changing world of packages

schools should have to make appropriate materials for
students? ie a kind of baseline skill level.as a

*a symbol writer

*what about video editing eg movie maker

*internet search & download skills
*having tried training several times I don't think you
would include web page creation?

of course some will go much further but what do the
pupils need EVERY teacher to be able to do in order to
make appropriate materials for use in the classroom?
