a similar (to HOS) but more ambitious tool is the 
TEACHERS’ ICT SKILLS FRAMEWORK at 
http://www.eep-edu.org/InnService/InnHome.htm
which covers skills for the following areas of
teaching but not specifically special needs education.

Resources for learning 
Learning approach 
Communication and collaboration 
Learning management and recording

That the level of the skills is ambitious and is a
look to the future needs of mainstream taechers with
respect to ICT, suggests that special needs education
could do with its own framework for ICT skills.
Is anyone writing one?
One would have thought BECTA would have been taking
the lead in this kind of thing- perhaps they are?
