actually to partly answer my own question (!)about a
special needs ICT staff skills framework -see below-
there are lots of key skills included at
http://www.inclusive.net/resources/units/units.shtml
however it would probably need to be updated in the
light of the 5 years passing and the, hopefully,
increased number of practitioners with more advanced
skills.
