Well Yes.
It is obviously important to chart and develop the skills of staff's use 
of ICT so you can target specific training.
Finding out what skills your staff currently have with regard to use of 
ICT including their competence in various software packages is a first step.

There are skills that you need generally to use programs (i.e. opening 
and running  programs; setting up input devices.  Including operating 
the computer interface.)

There are skills that are specific to using particular software packages 
(i.e. how to change the symbol match in WWS)

There are more advanced skills in developing more open content software 
(i.e. adding sound to Powerpoint presentation).

Then there are the teaching skills in using ICT to develop learning with 
your students (ie. PMLD links to multi sensory learning goals)

The software writers often produce useful skill development in their 
various guides (certainly Widgit and Crick have quite extensive how to 
guides) and there are often specific guides in how to use various 
software packages on websites.
