You may be interested in how Scotland supports all schools with ICT and 
Inclusion.

The Micros for SEN pilot scheme was set up in 1981 in three Authorities 
(including mine- based in Aberdeen) , and from this has
developed the system that each Authority employs  a person (usually a
teacher, but in a few cases a technician) whose remit is "the assessment and
support of children whose difficulties may be bypassed or lessened by the
use of computer technology in all schools".  This person also runs staff 
training in the
use of programs / equipment, usually on in-service days or in twilight time
nowadays.  Special schools are also supported by this person.


The Information Officer at the CALL Centre, University of Edinburgh, could
give you up to date information on present post holders and their remits,

 Learning and Teaching Scotland also have Inclusion at the heart of their
work. (They used to be SCET, the Scottish equivalent of BETT- years ago we
used to think BETT's contribution was superior, but alas no more.
