You should be able to do this with Clicker, but The Grid2 and SAW 5 
(Special Access to Windows - our open source product) will both do 
this.  This would work for switch and pointer users.

I what way did Clicker not work for you?

The main problem probably centres on closing or minimizing the 'front end' 
once a selection has been made.  You can do this with The Grid 2 and SAW 5
