Well I'm not sure about sequenced clips but it wouldnt be to hard to cut  
up some already available video.

Not sure if the following helps but the creative commons archive at the  
beeb springs to  mind - Sadly however it has now stopped (boo!). However,  
some other's who had joined up to the scheme are still available:
