Sticky keys will solve this problem, but the other issue to consider may be the network (it sounds like the young man is trying to log on). Often Sticky keys will not be turned on when you log on because it is a multi-user environment and not everyone wants/needs it. Fortunately, the sticky keys options also allow for a shortcut to be used to switch this feature on and off.- pressing the shift key 5 times should switch sticky keys on or off, even at the windows log on screen. You just need to ensure that's the option to use this shortcut is ticked in the Sticky keys settings. He said "I can't even get access to the PC", which I think means he can not get the PC to start up from being switched off, due to the position of the keys and the distance his fingers can stretch.
