I have done a simplified version of this using PowerPoint in my ICT lessons. 
It was for a student who was new to the UK, we photographed a number of 
everyday things, recorded a student saying the word and videoed a student 
signing the word. We created a slide for each word incorporating the photo, 
spoken word and popped the signing video in the bottom left corner. We may 
even have added a symbol and the printed word!  The user could then click on 
the picture/symbol/word and hear it spoken or the video and see it signed. A 
sort of talking/signing picture dictionary.
